SUMMER EVENTS & HAPPENINGS


SWIMMING LESSONS


Swim Instruction Classes will be held at West Harbor Beach. Classes will begin on Monday, July 5th, 2010. Classes will meet Monday through Thursday for 5 weeks; each class will meet for one half-hour. The Swim Meet is tentatively scheduled for Saturday, August 7th. Notice of your child's class time will be available on our website www.bayvilleny.gov and posted at West Harbor Beach, Monday, June 21st and will remain posted until classes begin. Please return your application(s) to the Village Hall by Monday, June 14th.


Class structure and teaching will go by American Red Cross Swimming and Water Safety standards. May we remind you that regular attendance will not only help your child gain strong water skills, familiarity and water safety but will help your child pass the America Red Cross swimming requirements to go into the next swimming level. At the end of the five-week period American Red Cross Swimming cards will be rewarded to students who are able to pass the swimming level requirements. TENNIS LESSONS

Held at West Harbor Beach Courts


Lessons are once a week for 6 weeks


Sessions are either Tuesday or Thursday


Each Session is $120.00—Bob McKenna, Instructor


Class size is minimum of four, maximum of six

TENNIS PASSES – Passes are needed to use the Village courts at West Harbor Beach. Passes may be obtained at the Village Hall; Mondays through Fridays from 8:30 AM4:30 PM cost is $25.00 for the season.


THEATER EVENT - Girls Night Out - "MENOPAUSE THE MUSICAL" - Cost $55.00 per person

TRIP TO BE PAID BY NO LATER THAN JULY 2, 2010


5KM RUN/WALK – For the fifteenth year the Village of Bayville will once again hold the 5KM Run sponsored by IGA/The Food Basket to benefit breast cancer at the Women’s CTR at Huntington Hospital. The run will be held on Saturday June 5, 20109 AM sharp at West Harbor Beach. The Fee is $25.00. Applications are available on the Village website http://www.bayvilleny.gov/.


Awards and refreshments will be provided following the race.


ST. GERTRUDE’S FEAST


St. Gertrude's Annual Feast is scheduled to begin on Wednesday, June 9th and will continue through Sunday, June 13, 2010 at Centre Island Beach.


STORYTIME BY THE BAY


The Bayville Free Library will once again offer “Storytime By the Bay” July 6 through August 11, 2010. Weather permitting the program will take place on Tuesdays and Wednesdays at 10:30 AM at West Harbor Beach. No registration is required.


GRANT FOR VILLAGE COURT


The Village Court has been the recipient of two grants for the purpose of purchasing equipment and upgrading of computer systems, as well as the implementation of payment of fines by credit card.


GRANTS FOR PLAYING FIELDS

The Village of Bayville received a Members Grant in the amount of $3,500.00, by Assemblyman Chuck Lavine, for the continued organic maintenance of our fields at West Harbor Beach All Village properties have received strictly organic maintenance for the past 15 years.

SOME EXCITEMENT


During the month of May a remake of the classic Joan Crawford movie Mildred Pierce was filmed here in our Village, particularly the eastern end and the Bayville Bridge.


WEST SHORE ROAD UPDATE


As a result of the damage to the roadway from the nor’easter of March 13-15 a meeting was called by Legislator Diane Yatauro to discuss the situation with the Mayors of the villages affected. Mayor Siegel as well as Mayor Smith of Mill Neck were present. The result of the meeting is as follows:


 West Shore Road will not be widened. Nassau County will work within the existing width to create drainage and make necessary repairs to the road. West Shore Road will not be altered. The plan, at this time, is to place sheeting over the existing seawall thus creating a new and stronger retaining wall. Nassau County is working closely with the DEC. The project is expected to begin sometime in the later part of 2010.


ZONING CODE CHANGES


By the time you read this, the Village Zoning Code will have been modified in order to address concerns that have been expressed by the Building Department, Zoning Board, Planning Board, Board of Trustees, and of course you, the resident. These changes have been proposed by the Code Revision Advisory Committee, reviewed by the Village Board of Trustees, Building Department, legal counsel, Nassau County Planning Commission, and Village Engineers.


Do we believe that these changes address every concern that you may have? No. But we believe our zoning will be better for the changes.


TRAFFIC SURVEY


The Traffic Calming Survey conducted by Mulryan Engineering, P.C. is completed and was submitted on April 23, 2010. We found the following information astounding. The following is a breakdown of the average (weekly) daily traffic two- way volume:

The high volume periods are 8 AM9 AM, 3 PM4 PM and 5 PM7 PM.


The volume of traffic decreases during non-school days but speed increases during those same days; 90% of vehicles exceed 25 MPH, 71.9% exceed 30 MPH, 28.1% exceed 35 MPH, and 5.7% exceed 40 MPH.


Average speed is 32.6 MPH, 85th Percentile speed 37.2 MPH.


School day results are: 90% exceed 25 MPH, 64.9% exceed 30 MPH, 21.9% exceed 35 MPH, and 3.9% exceed 40 MPH.


The period of the study was November 11, 2009November 18, 2009. Recommendations received will be reviewed by the Department of Public Works and enacted where possible. Many of the suggested corrective steps were of a housekeeping measure.


GLEN COVE UNITED METHODIST CHURCH


The United Methodist Church was founded in 1785 and may very well be the oldest congregation in the City of Glen Cove. The Glen Cove congregation is in a cooperative ministry arrangement with the Village Church in Bayville.


The Anniversary Worship Service will be on Sunday, May 23, 2010 at 10 AM at the Village Church followed by a brunch. Anniversary Dinner-Dance will be held on October 14, 2010 at the Swan Club. $25.00 per person.


IT’S HAPPENING


Beginning this July, the Bayville Towne Centre project, as its known, will break ground. Ludlam and Bayville Avenues and the area by the Post Office will be re-landscaped and brick-like crosswalks will be installed. All the parking areas will be repaved and striped. Where needed, sidewalks and curbs will be repaired and/or reconstructed. Narrow sidewalks will be widened and all planting islands will be re-landscaped. A Christmas tree will be planted at Bayville Commons. The Police Booth will be re-located near the bridge and built with a stone façade to complement the National Historical Landmark Bridge. At the crossroads, a beautiful compass motif will be imbedded in the black top. The prior discussed fountain, which was to have been erected at the present Police Booth location, will not take place because there is not sufficient area; therefore a sculpture will be placed there instead.


These improvements will not only beautify the area and present a better image of our Village, but will also create a more walkable community and it is further hoped that it will inspire improvements of the building facades and diverse business opportunities.


BUDGET OUTCOME


The Budget Hearing was held on April 26, 2010, at which time our Budget Officer Trustee, Carol Kennedy gave a detailed outline of the steps taken by the Village Board to lessen the tax impact on our residents and the realities of New York State mandates of which we have no control. The Board tried to present a budget of little or no tax increase as done in the past; but, this time it was not possible. The new residential tax rate is 97.24/$100 assessed valuation.


JULY 4TH


Please be reminded that bonfires are prohibited. The local law that was approved by the Mayor and Board of Trustees mirrors a Nassau County law that has been in effect since the 1960s.


The Board of Trustees was requested, by the many civic associations in our Village, to enact and enforce such a law because the sizes of the bonfires were becoming a great safety concern. At the time, the Board was presented with photographs that chronicled the many dangerous activities surrounding these fires, as well as the size. One such bonfire was 32 feet high.


The vast majority of you obeyed the prohibition but at least 3 of you did not. Tickets were issued and the Village Court handled them. This year the Police will be better prepared – for they know what to anticipate.


Many residents told us that they enjoyed the “family atmosphere” better than the anxiety of not knowing when the chaos would begin.


As in years past, the Police Department will make any decision regarding traffic control should it become necessary.


SOCIAL SECURITY


Vincent Serio continues to be available at the Bayville Community Center, 88 Bayville Avenue on the first Thursday of the month starting at 3 PM to assist our residents regarding any questions you may have, or information you may seek regarding Social Security.


GARAGE SALES


Permits must be obtained prior to having garage, yard, or estate sales. Signs advertising sales cannot be affixed to poles, signs, etc. This is a Nassau County Law carrying a $350.00 fine. Signs also should not be placed in the Adopt-A-Spots.


ON LINE PAYMENT


In order to respond to a request made by some of our residents, you may now pay your tax bill on line by credit card. In the near future we anticipate that water bills will be paid in the same fashion.


There is a fee for this service which is levied by the vendor. The Village of Bayville does not receive this fee.
